Image aspect ratio changes when scaled above 50%

I'm inserting photos into my project and when I scale them up they change aspect ratio at around 50%. My timeline is 1920*1080 and the images are 4032 x 3024. I've attached a video showing it happen.

What specific dot version of PR are you using?
