Import or export file can't open

I have an issue accessing files in Premiere Pro. For example, when I tried to export a file, I clicked on the location section to select the export destination, but the window didn't appear. The screen didn't come up, and it behaves as if the window is open, preventing me from clicking on anything else. I don't know what to do.

Sounds like it's open off-screen. Does your machine meet PP requirements?
