Insert clip not working properly

Hi! I've been using Premier Pro for years, and I've never had this problem until now. I'm trying to insert a clip at the beginning of my timeline and am using the Command key. When I do so, it pushes all clips forward except for the V2 track. This track is not locked. Any suggestions?

I've seen that behavior happen when you have Sync Lock turned on for one of your video channels. You might double-check that.
