If that doesn't work, try resetting the Workspaces:
Reset a workspace
Reset the current workspace to return to its original, saved layout of panels.

I just noticed that it gets stuck on Loading AEXD.aex, not sure if that makes a difference.

This is a PC and this is happening to two of us in our department. We work for the state but others in different agencies are not having issues. The other PC gets stuck on Loading ImporterQuickTime.prm which is different than mine.

I am the one working with EM-Nowack. I didn't notice any issues with the 2019 edition, following updates to 2020 and forward, this issue began to occur.

Hi Em, Hi JC,
I can understand the frustration. I've been in this situation before. It sucks. Sorry about that. The error indicates something, maybe a plug-in, is preventing the application from loading past QuickTime.prm (it's usually not QuickTime itself, but some add-on named between the letters R-Z). Can you run a test and temporarily move plug-ins outside of Premiere Pro? You can move them to another location, like the Desktop. They are located here: C:\Program Files\Adobe\Common\Plug-Ins\7.0\MediaCore\
Let us know what happens.
Thanks!
Kevin

Good Morning Kevin. I spoke with JC yesterday and we finally found an IT person in our organization who would listen to what we have found here to finally figure out the hang up. We believe it had to do with our permissions (or lack there of) to our C: drive that was keeping everything from flowing correctly. We would like to post the correct answer so it can help others once we are 100% sure. Stay tuned...... @JC Fultz can post the final answer.
