Yes, lots of people have it. The latest nvidia drivers are causing an issue. Roll back to a previous version.
This is the driver I am currently using without issue: https://www.nvidia.com/Download/driverResults.aspx/161451/en-us

I am using that same version of the driver and am still having the error. My issues started as soon as that driver got released unforunately.

Browse nvidia site and chose older driver. OP just redirected you to the same drivers that has the issue.

People please read the forum. Its been reported many many times.
Solution is to revert nvidia driver to 446 or 442.

For both the 442 and 446 drivers, I am getting the same response that the graphics fdriver is not compatible with this version of windows on my computer.
Even though my machine is Windows 10 Pro 64 bit

New to forum, if issue has been reported "many many times" perhaps a sticky would be helpful? If there is one, it was not easy to find.
Additionally, I rolled back the drivers to the versions shown, and still have the same issue and even a new one now where the project media preview is sometimes just all black. Windows update complete as well.
*EDIT: My existing projects that were created during the period with old drivers installed continue to have issues. Newly created projects seem to be working.

Do a clean install of the Nvidia 446.14 driver. Just installing them seems to not do the trick, so a clean install choosing the Custom option in the installer is the way to go. Shut down the computer, wait, and re-start it and launch Premiere Pro. Report back.
Do not use Windows Update for graphic drivers and dont use Device Manager to rollback graphic drivers.

You are right mate, A sticky would be so handy for us, Plus, I made the search before posting and got like 3 or 4 results with the same issue and each of them were coming with same solution " Roll Back Driver" which was greyed out in the Device Manager.

You always go straight to the manufacturer for drivers, you do not rely on the OS for this.

Try clearing your cache and then the check the 'existing' projects.
• Start PP from it's normal desktop icon (IE: don't open from a project file link).
• Close the Open/Home screen (and you will be in PP without a project open).
• Go into Edit/Preferences/Media Cache (Mac users adjust menu name)
• Then Press: Remove Media Cache Files: and Delete...
• Select: Delete all media cache files from the system and OK
• Close PP - It will create any needed cache files on the fly as you edit.
