Key Frames Not Working Properly for Directional Blur Effect

I can't figure out what I'm doing wrong - the keyframes seem to work for Opacity, but not for directional blur or Gaussian Blur. I set the first key frame to have high blur then suddenly drop the blur at the end of the speed ramp - but it wont work as soon as I set a keyframes at the end that resets it to zero, then the entire clip doesn't display the effect. I've tried restarting Adobe, I've tried turning off proxies, I've even waiting a couple hours to see if maybe it was just a rending issue and nothing. Take a look at the clip here:

(note towards the end - once I remove the last keyframe where it's supposed to ramp down to zero blur, then suddenly the effect shows on the clip)

If you have applied any speed ramping on the clip, try nesting it and applying the effect on the nest.

Adding additional effects to a speed ramped clip is asking for trouble.

 

To prevend this, apply the speed transition first, then nest the clip and do additional effects on the nested clip.

 

The same applies when you wish to speed ramp a clip that needs stabilization first.

Try unchecking Composite in linear color in the sequence settings.
