Hi,
I downloaded the Teacher version of Premiere Pro CC 2020 last week. I went to the Keyboard Shortcuts and wanted to make my own personal shortcuts.
I mapped out 2 shortcuts, it said Custom on the top, I pressed save as and named it, then pressed save.
The keyboard went blank and the name I gave it did not appear on the drop down list.
Why did it not save like my older versions of Premiere Pro? How can I get it back and how can I save more shortcuts?
Thanks in Advance.

Make sure that Premiere Pro has write permissions to the Documents folder.

This is an interesting one. I see my Documents folder has a read only - enabled but I can't uncheck after apply or OK. Not sure if this is the reason why I can't customize my keyboard shortcuts. Any suggestions how to fix this? I'll check with Google.

Premiere Pro stores custom keyboard shortcuts in a ".kys" file in the Documents folder. The file path under macOS is as follows:
/Users/username/Documents/Adobe/Premiere Pro/23.0/Profile-username/Mac/[Custom].kys
The file path is similar for Windows.
If Premiere Pro cannot write the ".kys" file, then custom keyboard shortcuts cannot saved for use at another time.
Synology has a good article for how to enable Full Disk Access for an application under macOS here:
https://kb.synology.com/en-us/C2/tutorial/How_to_enable_Full_Disk_Access_on_a_Mac
If running Windows, the equivalent would be to run Premiere Pro as an administrator.

I have a PC and tried several times to disable Read Only permissions in the Document folder properties. It defaults to Read Only after saved. The issue with Beta Version of Premiere Pro version 23.4.0 Beta (Build 37). It will not allow me to save any customized Keyboard shortcuts. Both using an existing Keyboard Layout Preset of Save As.. another. It will save a custome preset but will not allow me to add a command to a key and ok (save). The weird thing is it will allow me to delete commands from a key and it saves the change. After opening the keyboard layout again whatever I added won't be there but what I deleted will gone too.
Now, on to why Multi-cam timeline playback won't playback properly. Beta hasn't fixed it yet. Follow me for this issue.

I realize this doesn't address your issue, but just to clarify this:
There is no "Teacher" version. The Student and Teacher plan is the same software, but offered at a discounted price.
