Layer disappears and re-appears randomly!>?!?

Please take a look at the video of the issue. When I try and create a "hold" frame the layer randomly disappears and re-appears and I have no idea as to why. Please watch video repro!

Check your inbox. I sent you another movie with a potential solution. I imported your project into a new project and used a new sequence. The frame hold worked fine. Check it out.

Yes, that video is somewhat helpful, but remember one of the variables that
I think was causing some noise in this process was my captions, and closed
caption text. I couldn't tell in your video if you transcribed the video
text, then converted those to graphics, which was part of my workflow.
I'll also try it over the weekend as I'll be back editing. Keep me posted
