Media Rendering Is Taking Too Long In Premiere Pro 22

First of all here are my system specs:

AMD Ryzen 5950x

Nvidia RTX 3090

Corsair 64gb 3600mhz

2 2tb NVME Drives

So I just built this pc. My previous pc had an old Ryzen 3 processor, GTX 1070, and 32gb of ram. Believe it or not this pc did quite well in exporting times. A 3 minute 4k 30fps video took about 2 minutes to render. I was really looking forward to this upgrade, anticipating that videos like this would render in seconds, but are actually taking about a minute longer. I have made sure that I am using nvidia's studio driver and I am using hardware rendering. I have watched YouTube videos with guys with the same specs rendering 10 minute videos with tons of color grading and edits and are getting renders about the same time as my 3 minute, no color grading or edit clips. I am hoping that someone can show me the error that I am making. I would be most appreciative.  (I have attached my export settings below.)

Turn off hardware encoding and try again.

I'm just curious why this would make things better? I thought it was the hardware encoding that made things so much faster, especially with the 3090.

I am using Windows 11 Pro, btw.
