When using shutter angle on the transform effect to apply motion blur (for a logo animation), I've recently experienced the layer/clip its applied to being flung to the corner of the frame. I've used shutter angle/transform for this exact intention before, and it worked excellently. What happened?

There are many reasons:
01. GPU acceleration might not be working and you are on software only
02. You have other effects applied, and the order in which they are placed
in the Effect Controls affects priorities, try to switch the applied effects order.
03. Due to workflow complexity, you might need to nest your clip before applying transform,
but make sure that you apply animation keyframes after nesting, to preserve motion blur.
