Mouse Scroll to move playhead in timeline and program window stopped working

I have been using premiere for a long time and used to be able to select the timeline window and the program window, and use my scroll wheel (middle button) and scroll back and forth on the timeline. Today, Premiere updated and now the scroll wheel zooms in and out in the Program window, and does NOTHING in the timeline window where previouslt I could move up and advance and rewind the timeline. Did something change and how do I get it back? I have been searching for about an hour and maybe I am using the worng keywords in my searches!

You can scroll over the timeline/markers in the the monitors.

You can scroll the timeline anywhere in here, except on the time-ruler itself, as that zooms the time-ruler.
