Moving to a specific video on the timeline by clicking on a Text

I am a newbe to Premiere Pro.  I have tried looking at the available tutorials but have not found the detail of what I am trying to do.

I have several media on the time line, some just images, some Video.  

Assume 18 media on the time line.  Media 1 is an Image where I placed Text.  What I am trying to do is as follows:

When the viewer clicks on a specific text in Media 1, I want that to cause the playhead to go to the start of say Media 4.

First: Is this even possible in Premiere Pro?

Second: Assuming it is possible, are that any tutorials specifically dedicated to this functionality?

Thirdly: If there are no tutorials, can anyone tell me the steps to make this happen?

I am on Windows 10.

Premiere Pro doesn't have interactive features.
