My cursor is stuttering,flickering and out of control when I try to work in timeline

I'm working on a MacBook Pro 13" Late 2013 2.8 Ghz Intel Core i7, 16GB ram. I'm using Premiere Pro 13.0.2. According to the system requirements, I think I should be good. But I can't edit a thing because when I run my cursor over the timeline, it stutters. I can start to execute edits, but I immediately lose control, so, for example, instead of rolling back a clip just a few frames, it rolls away several seconds of the clip. The problem persists regardless of the tool I have selected. Just until this upgrade, I was able to use Premiere without major problems like this one, which has rendered it basically impossible to use.  Any thoughts? Do I need a new computer? I hope there is some kind of fix as I am on deadline... Thanks very much for your help.

Try resetting the preferences:

FAQ: How to reset preferences in Premiere Pro?

If that doesn't work, try resetting the Workspaces:

Reset a workspace

Reset the current workspace to return to its original, saved layout of panels.

  1. Do one of the following:
    • Click the Workspace menu icon and select Reset to Saved Layout.
    • Choose Window > Workspace > Reset to Saved Layout.

anyone find the real reason for this issue? Tried all of the resetting and rebooting, still have the cursor flashing issue and the menus are un usable.  Computer is windows 10 on a i5 with 8 mb

If you have only (8 GB?) of RAM, you will have problems working in Pr. What generation is your i5?

 

I know it meets minimum system requirements, but minimum only means you can start it and do some stuff in it. It doesn't mean you will get a smooth and flawless editing experience. That's what the recommended specs are for.

I've had this issue for years and the only way I can fix it is to restart my computer.  It's much worse with Premiere Pro 2024.  I have a MB Pro M1 Ultra with 64GB RAM and 4TB Hard Drive.   It's most frustrating for me when I'm trying to grab the edges of clips in my timeline and the curser flickers between tool shapes.
