Once Premiere Pro is loaded I can see the folders of my "Libraries" but there are no graphics shown below. The "Get Graphics" is stuck at 10 percent.
My graphics usually load. I have images and Motion Graphic Templates in the folder.
I don't have any third-party plug-ins.
Windows 10 Pro
64GB RAM
Processor 11th Gen Intel(R) Core(TM) i7-11800H @ 2.30GHz, 2304 Mhz, 8 Core(s), 16 Logical Processor(s)
Name NVIDIA RTX A3000 Laptop GPU (latest driver)
Premiere Pro Version 25.3 (uninstalled, re-installed)
My other Adobe programs see my "Libraries" assets.
I've done the following:
Restart computer and software
Reset app preferences
Clear media cache files
Uninstall and Reinstall

So, the feature works, as your other machine shows. So, it pretty clear it something on your machine.
11th Gen and Windows 10, sounds like that computer has been around awhile. You might need a clean install of Windows sooner or later.

It is time for a new unit (security issues).
The problem seems to have corrected itself. Today I see my assets. The "Get Graphics" is still stuck at 10 percent.
I did a work-around yesterday. Imported the MOGRT from a previous project.
