No pop up window when I create a new project

I am new to premier pro and just started learning. The course material is showing me a pop up window when a new project is selected (with tabs for scratch disks and ingest settings). 
I do not get this window. I am taken straight to a screen with tiles and folders to select. 
what am I doing wrong?

They changed the UI in the Pr2022 version. The new create project process starts with that "Import" page. But it's only one way to start the project. The options that used to be on that project start dialog, are now in the Project Settings accessed from the File/Premiere menu.

 

You can use that new Import page, and it can work for simpler workflows where you have only a few places you store media and can "favorite" them ... and say want to bring in 10 clips and do a stringout sequence auto-setup for your clips.

 

Or ... you can simply type a project name in the Name slot at the top, select a location for the file on disk in that dropdown, then click "Create" and your new project will open. You can then import assets as before, either through the Project panel or the MediaBrowser panel.

 

Most experienced users will want to to the name/location/create process. For those starting, the Import page structures the startup for you, and might be useful.
