Anyone knows if Nvidia Quadro M1200 works fine with Premiere?

You can use it. Just don't expect it to perform as well as newer Quadros of a similar price point because the M1200 is based on a first-generation Maxwell chip (GM107) that debuted in mid-2014 with the desktop GeForce GTX 750 and 750 Ti. In fact, the Quadro mobile M1200 is actually a slightly higher-clocked 750 Ti with slightly slower VRAM. So, the performance would be about equal to the desktop GTX 750 Ti but slower than any successor models such as a Quadro T1000 (available only for mobile platforms).

I am considering buying a used hp laptop, Zbook studio G4, 32 Ram with this Nvidia quadro m1200 card. Wondering how long it might be ok to use this card before it's considered too old /not up to standard anymore? My other option is a laptop less powerful with
a Nvidia Geforce GTX 1660 it has a ryzen 5, and 16 Gb ram.

You're trapped between a rock and a hard place. That used HP laptop's CPU is not all that powerful by today's standards, as it has only a 4-core/8-thread Intel CPU that's already more than three years old (Kaby Lake). And the IPC and single-core performance of Kaby Lake is very lackluster by current standards.

Yes, I have Nvidia Quadro M1200 Graphic card in my laptop Dell Precision 5200 and It's Works Very Smoothly For Gaming, Illustrator, Photoshop and all Video Editing Software.
