pan in program monitor?

I'm unable to pan in the Program Monitor using my mouse and trackpad. It zooms in and then stays stationary and the  hand tool doesn't work like it does in photoshop or after effects. Has anyone found a work around?

It's working on my end as well. Have you already tried some basic maintenance like resetting preferences? Here's a YouTube video that can show you how to do that.

It seems to be working here. I zoom in, then can pan with the MIDDLE mouse button, if not, then using the Hand tool does work.

I'm on a Windows machine, are you using commodore, mac, windows, atari, etc? What version Premiere? 1, 2, Cs, CC, etc ??
