Panels open in wrong monitor

I have been using a multiple monitor setup for years - The majority of my panels are positioned on my main monitor, while my project panel / bins / etc are on my smaller secondary monitor.

Since upgrading to El Capitan my workspace incorrectly opens all on one monitor - with my project panel hidden *behind* my timeline. I have to manually lower my timeline to drag it over, then reposition my timeline panel to full-screen again. I have tried resetting my workspaces, saving a new one, I've also tinkered with my display settings....no dice.

Once I get the panels where I want them, If I just close the project and re-open, the panels stay situated correctly. But if I quit premiere entirely, the screens go back to their incorrect layout.

    Update - this was determined to be an issue with Mac Spaces - Premiere was assigned to one space and my secondary monitor to another.

    My Premier Pro has the bins opening up where ever my Program screen is located AND at the same size as the Program screen.  I use 2 monitors and my Program screen is on my 2nd monitor by itself.  My main screen has the rest of the software and is also my main desktop.  When I open a bin, it opens on top of my Program screen on 2nd monitor At whatever size I have made for the Program screen.  If I move the Program screen to main monitor and resize it, the bins will then open on that monitor and also at the new size of the Program screen.  This is buggy as all get out and very frustrating.  It was not this way in 2017 version.  This has been going on since 2018 version.  Adobe needs to address this ASAP as I know I am not the only one with this problem.  We pay a premium fee for this software and as such, should be better taken care of.  Premier Pro is known to be buggy and it shouldn’t be this way with what we pay.  After over a year with this issue...kind of unacceptable.

    This is still an issue with Illustrator CC 2019 and Mojave. All my open and save panels and requestors open on the wrong monitor, even though I drag them to my main one and click ok. Frustrating.

    I am having this same issue, but on a PC. I have tried the renaming of Documents\Adobe\Premeire Pro\12.0 (to OLD_12.0) solution, but it has not solved the issue.

    I too was (am) having the same problem and it turned out that changing the 11.0 folder (not 12.0) fixed the problem.

    What the support tech didn't say though is that this only fixes the problem for NEW projects. Pre-existing projects apparently will always suffer this bug. I even tried saving the old project with a new fie name and it still opens in the wrong monitor.

    Hi andydv,

    I am sorry for the workspace issue. It might be an issue with the old settings. Please follow the following steps to reset workspaces to default & then create a new custom workspace.

    Go to the following location in the machine

         In Windows, C:\Users\UserName\Documents\Adobe\Premiere Pro\11.0 (Or)

         In Mac, Documents > Adobe > Premiere Pro > 11.0

    Rename the 11.0 folder to Old_11.0

    Launch Premiere Pro, Create a new project(do not open Old projects)

    In Menu bar, Window > Workspace > Uncheck Import Workspace from Projects.

    Create a new custom workspace & check the issue.

    Please let us know the status of the issue.

    This did not solve the issue.

    I've confirmed that all premiere panels open on whatever monitor my mac's menu bar is located. I tested this my relocating my menu bar to another monitor in my display settings. In other words, whichever monitor the Premiere load screen appears, that is the monitor that all my panels open on by default, regardless of my workspace settings.
