Panels Open off screen--consistent problem for a year across versions

My panels always open a new window off-screen. I have to cmd+double click to recenter it and then place it where I want. I work out of panels like bins while editing, so this slows me down quite a bit. How can I permanently fix this?

I work off a Macbook Pro connected via Caldigit TS4 dock with the built in monitor+ 4K monitor + 1920x1200 monitor. Layout picture below. This issue occurs on the 1920x1200 monitor.
