Paste Attributes Shortcut Not Working

Having an odd problem here. When I try "option command v" after copying a clip nothing happens. No dialogue box pops up, nothing. If I right click and paste attributes it works. So I went into my shortcuts and it appears paste attributes is still the default. 

 

Asking becuase this happend on a work 27in iMac a few months ago, but now it's happening to my personal M1 24in iMac. 

 

The easiest work around is to set another shortcut for paste attributes, but I prefer the default. Any ideas why this shortcut stopped working? 

 

I'm running the most up to date version of 2021.

Try resetting the preferences:

If that doesn't work, try resetting the Workspaces:
Reset a workspace
Reset the current workspace to return to its original, saved layout of panels.
1. Do one of the following:
• Click the Workspace menu icon and select Reset to Saved Layout.
• Choose Window > Workspace > Reset to Saved Layout.
