Pasting transitions only pastes default effect

1) Insert three videos side-by-side
2) Insert a Cross-Dissolve transition in between the first two videos
3) Change the duration and alignment of the Cross-Dissolve
4) Copy transition
5) While using the Rolling Edit Tool, click in between the last two videos

6) Paste transition

7) It will paste the default values as if I just did step 2 and it forgets to paste the custom duration and alignment in step 3

Not sure if I'm doing something wrong or if Premiere has a bug here. I watched several videos on how to copy and paste transitions, but it will only paste the default effect. Is there a way to copy and paste transitions that will also copy and paste transition values/configuration?

When I use the cross dissolve I get the length of the tweaked #1 dissolve, but the alignment remains at center.

usually transitions are in the center between two clips. If you want the transition on ONE clip so it fades in or fades out, then just move the ckip onto its own track and add the transition.

Just click on the transition (make your change in Effect Controls) and copy (command + C or Ctrl+C) and then click on the clip and paste  (command + V or Ctrl+V). You could also select all your clips and press  (command + D or Ctrl+D) to add the default transion across your  entire sequence.

I do exactly that, including changing the cross-fade duration to 4 seconds and setting the alignment to 'center of cut' in effect controls. Then I Ctrl+C to copy, click on my clip, and then paste with Ctrl+V. I've also tried selecting all of my clips and pressing Ctrl+V to paste. It just pastes the default value transition on the clip of 00:02 and 'start at cut' alignment.

I also tried Ctrl+D after clicking all my clips and it just pastes the default values
