If you want help, you really MUST answer people's questions

Exactly what is INSIDE the video you are editing?
Report back with the codec details of your file, use the program below
Free program to get file information for PC/Mac http://mediaarea.net/en/MediaInfo/Download
- when you analyze your file in MediaInfo and post a screen shot in the forum, do so in TREE view
- post your information IN your message, not as an attachment that someone would have to download
.
Does your video use a Variable Frame Rate? See https://community.adobe.com/t5/Premiere-Pro/Variable-frame-rate-video-with-Premiere-Pro/td-p/4601935
If yes, use https://handbrake.fr/ open source transcoder/converter to convert to Constant Frame Rate

Make sure Default Input in the Audio Hardware in the Preferences is set to No Input.

This is most common with clips that are variable frame-rate ... in other words, the actual number of frames per second varies throughout the clip. If the program playing that clip back uses a straight number of frames per second, the audio will vary of course.

So ... was this from a phone or screen-capture recording? And is it VFR?

\sorry for the delay, This was a recording captured by phone and may/may not have been streamed/uploaded to a FB page.

Problematic footage!

Follow Neil's recommendation: convert before bringing it into Premiere.
