Playback horrid after reinstalling 2015.3

My project was working just fine, upgraded to 2017, it screwed up my subclips, went back to 2015.3. Now the playback is horrendous. it literally takes minutes for the video to catch up with the playhead in the program monitor. I even moved the footage to another hard drive and relinked to see if there's a difference and nope.

This is atrocious and would love some feedback.

I apologize was the bad experience.

Ideally, updating Premiere Pro should not cause this issue.

Try cleaning up the cache files and check if that makes any difference.
