I can also confirm this issue. I mistakenly upgraded to this version at the same time that I was doing an internal drive swap and fresh windows install.
I actually took my new hdd back to microcenter because I thought that’s what was causing my playback issues, but I was wrong. It’s the software.
Takes FOREVER to conform even though my scratch disks are writing to an m.2 nvme, clips take several seconds to load after moving playhead and several seconds to begin playback after hitting the space bar...if it begins at all.
When will adobe learn, professionals don’t care about the fancy new features, we want stability! Ugh

Not sure what is going on with your systems. I have no problems with playback or rendering, even 4K. Old projects seem to be fine too. I run a reasonably old Windows 10 system, with a Quadro K4000.

Sounds like bad hardware optimization for newer hardware if that’s the case.

13.1 did not have a lot of new features, to be honest. It was focused mainly on fixes and enhancements. Sorry if we didn't reach the threshold of making a difference for you in that regard. We'll keep trying, though.
