Playback speed

I'm experiencing a bug where the playback speed is always twice the speed as normal for a few seconds before returning to normal speed. 

 

  1. When playing the timeline and pressing space or the play button the video begins but at double speed. 
  2. I wait for a few seconds and it finally slows down. 
  3. I want it so it always runs at normal speed. 

 

Can this be fixed?
