a new problem seems to have come along recently with my film projects in that the playback stutters easily and when this happens the sound is crackly.
the crackly sound reminds me a lot of when i used to use a computer for making music back in the year 2000 when i would apply too many effects and the processor would bottlneck out on me. its the same sound.
switching off any effects via adjustment layers, and creating a render preview does nothing to help it, and in fact i have given up creating render previews in v 2017 because either they dont help, or they take ages to render, way too long in fact.
the bad playback happens even at 1/4 quality.
im having issues even with a short 1 film that i am just beginning to edit and have no color grade or effects on the clips yet. i do normally have after effects open tough because this is the nature of my work so i do not know if the problem has a connection with after effects or not. a dynamic link between AE and premire is definitely prone to playback issues, as normal, but it was never so bad before. the problem has gotten so bad now that it is hindering my ability to work. just the other day i could not edit the sound on a film because i could not tell if the sound was in sync or not with the stuttering image.
if now even animating the opening title to a short film i cannot animate it, because i cant even get it to play back properly in order to see if the animation looks right.
the title was being animated using element 3d in after effects which admittady can be a little taxing on the computer power, but i have done so much more in the past without ever having issues, this time its impossible to work with it.
any ideas?

I installed Premiere Pro CC 2017 (and the encoder 2017) fresh on a new windows 10 workstation (32GBs of ram).
I import a *.MTS file, It said "Dolby Codec must be installed to use this feature. And click ok to install the codec for immediate use." Afterward, I clicked play; it playback cracking and almost seems a little speedup. I check the same files in other apps on my Windows 10 workstation and they are played and sound perfect.
I even tried some old files (MTS) on my storage drive from the previous version and project, but I get the same bad results

That little space left on that drive means that it is way to slow to even consider for editing. It is even worse if that is only a 5400 rpm drive.
What model Satellite?

how much space should i have free on it in order for it to work well?

As any hard disk drive fills up it slows the data rate considerably.  Here is a 2TB Seagate drive and just look how much it has slowed down at 95% Full.  SSD's do not exhibit this behavior.  5400 rpm drives are way to slow for any good editing.

ok !
so im going to do a few things and see if it works,
im clearing my cache folder, also moving old projects onto spare hard discs, i have created 2/300GB space so far.
i also discovered my HD is 5400rpm
what upgrades would you recoomend to remedy all this? if i upgrade to a 7000 rpm drive? or i was also considering going for a solid state 500GB for the system and my active projects, and mounting my 2TB into the CD drive compartment for storage, or lesser used projects

This day an age I would only recommend upgrading to SSD's. You still have not revealed what model your Toshiba Satellite is so I have not been able to determine if it has any USB 3 ports. If you do have at least one you could get a Samsung T3 portable USB 3.1 SSD and use it in addition to your new internal SSD and really speed up your system. I use one (of the three I own) regularly on this laptop.
You might also check to see if you can upgrade your RAM to 16 GB

oh sorry, its a sattelite L755-1J2
how does using an external usb3 ssd drive speed things up? as opposed to having a large internal ssd ?

Well your Satellite L755-1J2 looks to me like it does not have SATA III capability which if true (I did a lot of searching but could not find any evidence) means that it is a SATA II interface inside that computer. SATA II is 3 GBits/second and that means you will not get all the performance out of any decent SSD. On the other hand you do have one USB 3.0 port on your laptop. If it is really a decent one it should have 5 Gbits/second transfer rate. Also I think you mentioned something about a SSD in the optical drive slot, it will be at best SATA II.
I suggest you download CrystalDiskMark ​
and check your performance. Here is a old but good Samsung 840 Pro and look at the third line the Sequential Read and Write rates with a SATA III port.

Now here is a Samsung T1 USB 3 portable SSD on my laptop.doing better than the SATA II ported SSD

For Premiere with these type devices you really should have two SSD's one for OS/Applications and the other for your project files
