Premier Pro not working

Working on a PC Windows 10 trying to open a file that was created in an older Premiere Pro version (not sure which one) will open up only when another project is opened first and when opened second it will freeze the entire program and I can only force quit. I am running the latest CC updated

Hi I just wanted to warn users of Premier pro that the latest version is having problems rendering even short works. I had to drop 2 versions down to be able to resume regular work,

25.2.3 is working for me. The 2 newer versions stall in rending at 2%
