Premier pro timeline issues. Cant select clips, drag playback or really anything.

So it seems I get this issue after adding AVI clips (just an assumption from previous times) the AVI clips always playback really bad and eventually destroy my premier. My PC is 9700k i7, 64gbs ram, 1080ti.

Here is a video example of what is happening. I cant select clips, zoom in or out, drag the previewer or do much of anything.

Sorry about the music, wasnt paying attention when recording.

I did ALT+SHIFT+Windows upon start to reset settings, still doesnt work.

Ok so I did just do a "reset to saved layout" and it fixed it. I know I've done that in the past and it's a hit or miss if it works or not. Any idea why it does this?
