Premiere can't playback smoothly unless I open another window in front of it

This issue spontaneously occurred. I was editing just fine, and premiere started stuttering whenever I play back the timeline. The UI is generally laggy. It's happening on any timeline I open, but it started on a 2 multi-cam sequence.

 

It will do this until I open another window in front of it while playback is running. It will then work normally. Buttery smooth, and continue to operate well until I stop and start playback. Then I have to place another window in front of it to convince Premiere to use system resources again.

 

I reinstalled Premiere onto a different drive and this briefly fixed an issue. Scrubbed normally. Everything was great. I went on a zoom call, and came back to the timeline one hour later. Same issue.

 

Running on windows, proxies are low-res prores. Premiere and footage are on separate NVME drives with plenty of room. Ryzen 5800x, 32gb ram, rtx 3080. Tried deleting cache, restarting, tweaking windows power settings. Premiere just isn't using system resources that it has available until I open another window in front of it.

 

I even did a screen recording of the issue. Somehow, the issues appears less when OBS is performing a screen recording.(but still shows)
