Premiere freezing when I switch panels

Hi, I'm having a problem with premiere pro cc 2018, where it works fine until I attempt to open a new panel or change my panel layout. As shown in the video below, as soon as I attempt to open a new panel to access other tools the entire application freezes. It will do that until I re-start the program, at which point it works fine again until I try to open a panel again.

Any suggestions for how to fix this would be very much appreciated.

Try renaming this folder:

C:\Users\YOU\Documents\Adobe\Premiere Pro\12.0\Profile-YOU\Layouts

Then fire up PP, I believe this will recreate all the default layouts...

Try going under the Window menu then Work Spaces then Reset To Saved Layout...

That doesn't freeze it, but it seems like my saved layout is what I have currently. Do you know how to change the saved layout to include the panels that I'm trying to add?

Try resetting the preferences:

FAQ: How to reset preferences in Premiere Pro?

If that doesn’t work,try updating or rolling back your graphics driver directly from the video card manufacturer’s site.

What do I need to re-name it to, that's its current name? Idk if the default layout has the editing and effects tabs open, but if so then that would be fine if I could get that to work.
