Does anybody know what the status is on a possible fix for the dropping of audio in cc2018?

After ready through two LONG message threads, my conclusion is Dolby is gone and will not return until... or IF... the licensing issue is solved
And, since that is something being handled by the lawyers, it won't happen soon

The closer we get to the end of Windows 7 extended support, the less likely that it will be back.

So the question was not about whether there is a problem, it was if anybody knew when a fix might be coming.

I read here yesterday but don´t remember the name of the thread that Premiere Elements is going to drop Dolby support as well. I don´t remember who wrote it so i cannot say that it is true or not.
Personally i don´t think we will see Dolby decoding added anymore for any user. Dolby encoding during export of media can be done with plug-ings today, such as with the TMPGEnc Movie Plug-in AVC for Premiere Pro or with the Minnetonka plug-in. I use either TMPGEnc Movie Plug-in AVC for Premiere Pro or Encore for creating Dolby stereo files. But none of the plug-ins will restore Dolby decoding.

Are you referring to this...
Changes to Dolby Decoding and Encoding Support
...or to something else?
If the Dolby issue, there is no 'fix' needed or coming. It's just a change of how things are done. If something else, we'll need the details. Use the guide below.
