Premiere Pro Interface Freezing

When I open up a project, its a roll of the dice. Sometimes when i start it up, the entire "Sequence" section is missing, and the entire thing is frozen, and after about 10 seconds, it suddenly appears, and when i am editting, say I scrub the marker on the sequence back a bit, the Program panel above moves, but the sequence stays frozen for about 5-7 seconds before catching up. I have no idea what is causing this, but I could really use some help fixing it. Thanks guys

I doubt it, as before I updated it, the program ran completely fine. I have been using premiere for over a year now, and only in the past few days after i updated it, it has been freezing up.

So i open up Premiere, has the little loading picture like normal, and then the popup window to select a project is there, when I reopen or create a new project, the popup window disappears and it starts loading the interface. But a lot of the time when I start it up, sometimes the entire toolbar and sequence panels are gone. and as i click around in the empty gray space, they slowly come back. Heres a screen shot of an example. So as you can see the toolbar on the left is completely gone, and as i was clicking around, the current time appeared in the upper left, but when i continued to click around, it stayed highlighted like that, and then after a few seconds the rest of the timeline appeared, but when i tried to scrub or move anything on the timeline, nothing happened. Though when I check the task manager, it does say that Premiere Pro is using up more than 60% of my CPU, and about 30-40% of my memory, which might be the cause, but this only started happening recently. I don't know if an update might have caused it to use up more CPU/Memory or something, and I didn't realize it updated, but this for sure has never happened before. I am using Adobe Premiere Pro CC 2018, if that means anything.

Something else I only just recently realized, is the entirety of Premiere Pro is perfectly fine, up until I make a sequence. Before I create a sequence, the timeline panel is normal and responsive, it has the blue outline that appears when you click on a panel, all the buttons work, all the menus work, but when I drag something into the timeline to make a sequence, or make a new sequence, the entire panel freezes in its place. it seems the source panel, program panel, and project panel are still functioning fine, it's just the timeline, tool bar, and workspace bar that freeze and won't work. And when i create a sequence, the CPU that Premiere uses jumps to about 50% and it starts using about 1,500 MB of Memory.
