Premiere Pro (Not Responding) Issues

For atleast a month now I cannot do basic tasks such as clicking a video on my timeline to open up effects controls without adobe freezing and then throwing up the (not responding) prompt. It's the same way with ripple deleting same way with just expanding an adjustment layer farther down my timeline it just freezes. To make matters more confusing this happened completely at random.  No premiere update, same project I was working on before this was happening. No settings changed it was like any other day. I cant provide crash logs because Adobe doesnt crash it just freezes with the (no responding) until i either wait or force quit via task manager. I've editied videos with much more going on before and it was never a problem. I hope this is just a stupid small thing that can be fixed because I'm so lost at this point.

Things I've Tried:

Reinstalled Windows to a M.2 SSD

Deleted All Media Cache Files

Reinstalled Premiere Countless Times

Imported Project To A New One

Tried Other Footage To See If It's Just Subjective To That One Project (it happens to all of them)

Switched Versions 2023 - 2024

Reset Workspaces & Prefrences

Switched Footage Onto Different Drives (all of which are SSD)

Also I am on the most recent adobe update. My footage is always H.264 format. I do use proxies but I have an entirley different issue where that freezes when I just play the footage for a few seconds but I'm not worried about that right now. Sorry I know the way I do things is inefficient but its always worked until now.

Looks like you have screen recorded footage. That's most likely variable framerate. Convert it to constant framerate with Handbrake or something similar. OBS should also have an option to turn off variable framerate.

Try to stay away from H264. Editing with compressed codecs will make your cpu hate you. Just transcode to Prores or make Prores proxies.

Best is not to edit from the C drive but a dedicated video drive.

When opening an auto save, always resave it away from the auto save folder. This is to avoid clutter.

Sorry for the late reply, I tried using your method of re encoding the footage from VFR to Constant Framerate. As it was using VFR. Adobe still acted the same and decided to do the (not responding) prompt over and over again still. Also when I use ProRes Proxies the problem still persists. I seriously have no idea whats going on. No hard drive damage either nothing seems out of the ordinary to me.
