Premiere Pro not saving imported presets

Hi, I am using PP version 23.1.0 (build 86) on MacOs Venture 13.1

I am trying to install effect presets downloaded from Motion Array (variety from dolly zoom to dream effects etc). They import perfectly and appear in the effects list but when i shut down PP and launch it again they all disappear from the list. The strange part is that the project i used one of the effects, it's still in the timeline and part of the video but it's completely gone from the list of effects in the effects panel.

I have looked at other posts but none of the fixes works and am getting really frustrated. Any suggestions would be greatly appreciated. More than happy to provide more information if needed.
