My problem started in a matter of mintues, I was editing a video together and had almost finished then my power went out. I thought everything was going to be fine, I'd pre-saved my edit. But when I re-launched premiere pro after the power came back on, the playback speed had become jittery, like it was going too quickly or skipping frames.
I don't know how to fix it, I've re-installed premiere pro twice and it still hasnt fixed itself.
Please Help.

Something very similar happened to me about a year ago. Unfortunately, there is no way to confirm that this is your issue as well but I will explain my issue. I was editing when a blackout happened. When the lights came on--the video I was editing was experience sync issues and had some issues playing back when everything was playing correctly before. In my case, the blackout corrupted some of my video drivers and some system files. I actually did a clean re-install of my video drivers and thing

Please check the playback resolution on the program monitor. Lower left side. See if Is on full. Try some of the smaller number options.
if this helps the lower resolution numbers won't affect outputting.

This didn't solve my problem I'm afriad. The playback preview is still jittery. I will provide a video to show my issue.

Next I would try clearing the preferences with the steps.
Press Alt (Windows) or Option (Mac OS) while launching Premiere Pro. You can release the Alt key or Option key when the splash screen appears. To reset preferences and plug-in cache at the same time, hold down Shift-Alt (Windows) or Shift-Option (Mac OS) while the application is

I have also already tried that along with completely removing premiere Pro from my pc and then re-installing it.

I actually ended up doing a clean install which fixed everything. So, here is a list to possible try:

Thank you very much for the help, all I had to do was update my graphics drivers and the problem solved itself.
