Premiere Pro projects aren’t limited to a specific output or platform. When you create a project, you're essentially setting up a workspace for editing. The format or platform you export to, whether it's YouTube, Instagram, or something else, can be decided later during the export process.

This means you have full flexibility in Premiere Pro to work with different resolutions, frame rates, and formats. When you're ready to export, you can choose settings specific to the platform or format you need.

Also, the window you’ve included in your other question can be found at File > Project Settings.
