Premiere Pro since 24.3 - can't scroll around program monitor window using trackpad (MAC)

I've reported this to support but wondered if anyone in Community has found this or found a fix
The Program Monitor window in Premiere before version 24.3 had scroll bars to the right and underneath so that when zooming in to your image you could scroll left/right and up/down to navigate the zoomed in field. Since 24.3 these scroll bars have been removed. Apparently with a mouse with a track wheel you can still navigate a zoomed image, but using a trackpad (on a MAC at least) you can only zoom in and out using the two finger pinch gesture. Once zoomed in there is no way to move the image to another part of the image.
Note all other windows on Premiere work as expected with the trackpad - eg the timeline I can zoom in, scrolll left and right just using the trackpad. The Program Monitor was always annoying in that you have to use the scroll bar position in order to naviagete the image, but now Adobe have removed the bars there seems to be no trackpad method of navigating. Anyone else found this?
The incorrect answer is "get a mouse".
