Premiere Pro Stops while loading importerquicktime.prm

As the title shows, the Premiere Pro stops when loading importquicktime.prm on my computer. I tried to reinstall Pr, updated the video driver to the latest, and installed the MSVC++ packs. But nothing worked. Also, the After Effects and Media Encoder do not start and stuck at some point too. However, there are not problems while opening Lightroom and Photoshop.

I solved the problem for me:

Go to Windows Setting "Update & Security"/
/"virus & threat protection Settings" / "Controlled Folder Access"
and switch it off.
