premiere pro stuck on splash screen

just recently installed most current version of premiere pro and it is stuck on the splash screen, not loading anything:

here are my specs:

any help would be greatly appreciated

Deinstall,

use cleaner tool,

reboot,

install.

See how that goes.

Update windows! You need at least 1909 to run 2022.

can't seem to install the latest windows. i keep clicking 'check for updates' and it's saying it's up to date.

okay, not sure what happened but i just did a complete reinstall and restart and now it's working. thanks for the help!

i still only have 19044 windows installed. idk why i can't update to 1909.
