Problem exporting still frames

I am trying to export stills from my film to use for promo.
I'm just using the camera button intended for stills, but when they export they are squashed.
I understand that my PAR isn't correct to my regular Aspect Ratio. Something like I have square pixels but need rectangular... I don't know how to fix it.
I am using the Widescreen DV1/DV PAL 16:9 ratio (1.4587).
I have tried:
1. changing to the 1.0 square pixels to see if using 16:9 in general was my problem; I still exported stretched still-frames. So even in normal conditions, my photos come out morphed.
2. I tried importing them to Photoshop to change the image size, obviously I can't keep the PAR Correction bc it's just for previews, but when I go to export the photo, it's the correct format. It says it's 1920x1080. So what's wrong with the photo that the preview is wrong? How do I get rid of the preview changing?
I've tried clicking and unclicking the Constrain link button but it doesn't seem to do anything (this is without changing the measurements, bc again, it says them correctly (1920x1080) if I understand right.)
3. I tried googling all my questions on the forums and nothing seems to help.

It's the fact that I can't get the photos to open in any program and look correct. What am I supposed to use them for if only Premiere Pro? I am trying to use them as separate screen caps, not within Premiere. I have done it successfully before, using this AR, so I don't know what changed.
