Hello I have a problem of discrepancy between the sound and the video of my rush, I film in '' fps variable '' and that has the consequence of shifting after a moment the sound of the video, I sought everywhere but I can not find a solution. Some people tell me: use a app to fix the fps but it lowers the quality and I would like to know if there is another method directly in Pr pro I have the 2019 version. Yes you need to fix the variable frame rate before bringing the footage into Premiere. Otherwise you will be stuck with out of sync footage.
Use HandBrake. It does a descent job.

Right click on the clip in the Project panel / Modify / Interpret Footage... then set to a constant framerate so there are no speed variations in your video, for example 29.97fps or one that looks better.

Normally the programs that you do streaming or screening work at variable framerate and the I think OBS do not have CFR options either.
