Yes you need to fix the variable frame rate before bringing the footage into Premiere. Otherwise you will be stuck with out of sync footage.

Use HandBrake. It does a descent job.

Right click on the clip in the Project panel / Modify / Interpret Footage... then set to a constant framerate so there are no speed variations in your video, for example 29.97fps or one that looks better.
