I am trying to add a graphics template and when I click on the graphics tab, I get a blank screen, and no graphics are showing. I tried downloading Adobe 2017 and installed it but it still opens 2018 even though I uninstall 2018 and reinstall 2017. Why???????

I believe I'm having the same problem. I'm trying to add a custom template from the essential graphics panel to the timeline, but I'm getting a blank graphic. Nothing actually shows up in the edit tab either after I drag & drop. (Basically, Premiere Pro 2018 isn't actually doing anything!)
I read this topic too, someone else had this issue a while ago: Export as Motion Graphics template

Try resetting the preferences:
https://community.adobe.com/t5/premiere-pro/faq-how-to-reset-trash-preferences-in-premiere-pro/td-p/...
If that doesn't work, try Preferences > Audio Hardware and set Input to None.
If that doesnāt work, try updating or rolling back your graphics driver directly from the video card manufacturerās site. If NVIDIA, do a clean installation of the latest Studio Driver (NOT the Game Driver)
If that doesn't work, try creating a new project and import the old one into it.
