I'm working on a Productions project for a 5 part docuseries. I began Ep. 01 in someone else's Creative Cloud account on their workstation. I am now working in my own Creative Cloud account on my own workstation. The project in the PRoductions panel lists the previous acount in the Project Locked column. To get rid of this, I copy the project and delete the prlock file on the drive. But when I open the sequence in the copied project, a prlock file is generated and the name of the account pops back into the Project Locked column in the Productions panel. HOw can I get this to stop? Do I need to create a new project and import the existing Ep. 01 project into it?

First, the Production setup isn't like the Team Projects, which is designed to live on their CC cloud and there only. So at this point, the first thing I'd try is to copy the entire production folder to a local drive.

Where does that Production file itself live? On a server I'm thinking?
If that project was left open on the other computer under the other user name, you may need to have them go into the Production and close that project or perhaps it's sequences.

The project is closed in the other account. (The account owner isn't a Premiere Pro user [he's FCPX]). The reason I'm addressing this issue is because I cannot open up two projects at once in Productions without my system crashing. So, I'm troubleshooting to see what can be done to stop the crashing. One thought being the project is considered Locked in another Adobe account. Any thoughts on what I can do about the crashing? (The whole point of the Productions workflow is to be able to have multiple projects open.)

Hey, that's a pain! I'll have 4-10 projects open in my Productions here at once. Sometimes more.
So again ... where does that Production file live?

It lives, now, in my own Creative Cloud account in the Adobe Premiere Pro 2022 > Productions prodset. I brought it from the other Creative Cloud account which no longer accesses the project. (Yes, not being to bounce between projects in Productions is definitly a pain! Nice that you are able to do this which encourages me to keep looking for a solution as to why I'm not able to.) Since the project is not being accessed in the other Creative Cloud account, I don't think deleting the project (now a much older version since I've been working on it in my CC account) would solve anything, but what are your thoughts?

Neil - That did it. I opened the Productiosn project from my RAID media drive where I back up projects. Not only did the Project Lock column stop populating with the cc address of the other account but I can also access both projects (as well as several more in this docuseries I'm editing) in Productions, playing back the sequences with no crashes. Thank you so much!
