Program monitor is not working

Hi all,

lately I have a lot of  problems with using Premiere Pro CC 2019. Problems started before I start using latest version of Premiere.

Main problem is when I start the program, program monitor doesnt work.  Screen is white. Sometimes I cant hear the sound when Im playing the sequence, sometimes even playhead doesnt move.

I have problems also with exporting video. It doesnt matter which sequence preset i have on my timeline, encoding does not start. Exporting also no.

If I close the program, I cant open it any more and i must reset my computer.

In project settings/Video rendering and Playback is set on Mercury Playback Engine GPU Acceleration (CUDA). 

It is strange because program was working well 3 months now without any issues..

I edit on Windows 10 Pro

Processor: 3.7Ghz Intel Core i7-8700K

RAM: 32Gb

Graphic: GTX 1070TI

I hope to solve this issue soon. Thanks.

Make sure windows is up to date.

Same goes for mobo firmware.

Graphicscard driver up to date.

Reinstall Premiere

FAQ: How to reset (trash) preferences.

and then turn everything off you dont need in the Preferences.

Turn off: Import Workspace from Projects

And start with a new project.

See how that goes.

Reinstalled windows, installed just what was needed for normal work (mobo drivers, intel RST drivers, graphics drivers - creative edition ...) reinstalled Premiere and the problem is still there. I found out that the problem is connected with Lumetri scopes. Every time I open the scopes panel, Premiere stops responding and if I quit I still find the process running in Task manager.
