Program Monitor Panel closes

My computer was recently updated to Windows 11. I'm running Premiere Pro 23.5.0 (Build 56). CC says I'm up to date.

Recently when I go to Export, name my file, and click "Send to Media Encoder", when I go back to Premiere to continue to edit, the Program Monitor Panel is gone. It comes back when I reset the workspace. (It does this in multiple Workspaces.) However, if I'm exporting a number of spots, it's super annoying! If I export without going through Media Encoder, it does NOT close. If I click File->Export->Send to Adobe Media Encoder, it does NOT close. I've been using Ctrl+M for years. That's going to be a hard habit to break if we can't figure this out.

One thing to note, my Program Monitor Panel is on my second screen. It's the only panel on that screen. I'm not sure if that matters, but I thought I would add the info.

This started happening suddenly a couple of weeks ago. I don't believe it was immediately after the Windows 11 update, but I can't swear to it.

I closed Beta and went back to Real Premiere. Instead of starting with the Editing Workspace, I started with Essentials and move panels around the way I like them, and then saved my own workspace. I went to export and clicked "Send to Media Encoder" and the Program Monitor Panel did not close. I do not have Lumetri scopes open. Let me go try that...

I opened Scopes and docked it with the Program Monitor as I had before. It did not close when I clicked "Send to Media Encoder". Hmm.

Ever since updating to the 2023 version not long ago, I have been experiencing the following bug:
Whenever I export to AME, The window which I have set to my second monitor (with several panels on this one larger window) disappears completely. The only way I have managed to retrieve it again is to "reset to saved layout", which is a pain since sometimes I make small changes within my layout according to the scene that I am currently working on.

I am having the same problem. Are you on Windows as well? I suspect this is going to be one of those issues that will never get fixed.
