Project and Effects windows can't be saved seperatly in a Workspace

I like to work with my Project and Effects windows seperatly since I need to switch between them quite frequently.
My windows look like this normally:

Whenever I save the desired workspace and start a new project, the windows will always be tabbed together.
Making me un-tab and resize them on every new project.
Resetting to the workspaces default/last saved does the same thing.
Example:

This has been happening for years, always the newest version of Premeire CC, and on Windows 8, 10, and 11.
With the rise of shorter content, it's been more annoying to start new & smaller projects.

I cannot repro the problem on mac or on win. I'm going to email you a saved workspace that I made with the Project and Effects panels both showing at the same time. Copy it into your "Layouts" folder on disk and let me know if that works for you.

The default Effects workspace has Project and Effects in different panels and works fine. (23.6/Win11 22h2)

Holy smokes that worked. No idea why this problem has been plauging my layouts for so long.
Even my default layouts had the same problem.
Thank you! I'll reupload the workspace incase someone else has the same issue as me.

I don't know why your own saved workspaces were going afoul, but it might be worth cleaning out that Layout directory if there is unwanted crud in there. Unfortunately the workspace xml files are named in a way that does not correspond to the name you gave it in Pr, so just be careful about not actually delting things until you know you don't need them.
