I really suggest that you find some tutorials on learning Premiere. Linkedin has some great comprehensive sets of tutorials. You need to "subscribe" to Linkedin to access them, but there's usually a free month of access available. There are also resources on the adobe site and a ton of stuff on youtube although your milage may vary on youtube...
With either the timeline active, or selected in the project, o to the sequence menu and look at sequence settings. This stuff can get compilcated, and people here will be happy to help particularly if you've done "due diligence" with some basic research. Just googling questions will often help you find the answer and a lot quicker than waiting for someone on this forum to answer... I spent about 5 years teaching avid editing (both beginner and advanced) at a college in NYC. I tried (not sure if I was ever that successful) to teach my students how to find the answers to their questions themselves... I wasn't gonna be around on call 24/7 if they ran in to a problem..
