Project pane always undocked when new project or project file is opened

Whenever I create a new project, or when I re-open a project file, the Project pane is not dockecd. It's floating. If I dock the Project pane and then save layout, the option does not stick. If I restore saved layout, the Project pane goes back to floating. 

I have deleted my layouts folder. I have completely uninstalled and reinstalled Premiere. Nothing fixes this. 

Please help this is driving me crazy.
