Anyone else have issues that proxy files turn upside down?
Had this issue in version 12.1.2, and after talking to the adobe support, there was a issue with this version, and was suggested to downgrade or wait for update.
So yesterday i installed version 13, and was hoping it was fixed, but still the same issue.
Using 2 computer, both with nvidia card, one have a GTX1060, and my laptop has a Quadro M1200, using the latest drivers (as of yesterday) on both of them.
Both computers flips the proxy video upside down when i use CUDA, is i use software rendering it works fine.
If i open the proxy files with windows media player or vlc, they look correct
Driver or codec problem?

Does this only occur with portrait/vertical media?
If so, this is an open GPU-related issue under investigation. We hope to have this fixed soon, but until then, the workaround is to switch the Renderer to Software Only (as you have already noticed)

Update, i now tested on a new installed windows 10 workstation, updated to latest nvidia quadro driver, installed premiere pro 13, created a proxy, same issue.

This issue occur with all media that use proxy for editing, 1080p, 4k and so on
I have tried downgrade nvidia drivers to the level that premiere pro 13 alerts that the drivers needs to be updated, and then tried every version that are supported, on 3 different computers, same problem on all of them
I will use software only for now, hope it will be fixed soon, feels like im paying for a non working application

What camera is used to record the footage?
Are you using one of the included Cineform proxy presets?

The files are from a gopro 7 black, panasonic lumix FZ2000 and a gopro 5 session, i use 1280*720 Cineform
What i can see now, is that the video from the gopro 7 black turns upside down, not the other video files from the other cameras
Maybe a HEVC codec issue within Premiere Pro 13?

Possibly.
Maybe try creating Transcodes with AME, rather than proxies.

Would it be possible for you to supply us with sample file(s) that reproduce the issue for you? (sounds like GoPro 7 Black HEVC files) This will help us to determine if the portrait/vertical issue is related or not.

I just tested your file.
I created a proxy using a default ingest setting. I looked at the proxy file, it's unflipped. Toggling the Proxy in Premiere flips the video. Not just a vertical flip, but a horizontal flip as well.
Importing the proxy file by itself brings the file in correctly.
Very weird bug. Definitely an issue specific to proxy mode.

Yes, the Proxy was flipped upside down when using GPU Renderers (OpenCL, CUDA, Metal), but not when Renderer was set to Software Only.
It seems this occurs for some types of files with GPU Renderer, but not others, as a number of other similar H.264 and HEVC files did not reproduce the issue. Also, if I exported your supplied file to H.264 Match Source, then that exported file had no issue with creating and playback of Proxy with GPU Renderers.

Just tried it myself in 12.1.2 and indeed it is flipped w/proxies on, and is unflipped if the file is brought directly into the project.

Correct, 13.0.1 does not have the fix for this issue. This issue is still being worked on.

The Proxy turned upside down issue should be fixed in the Premiere Pro 13.0.2 update that was posted last night. Make sure to delete the Media Cache folders before launching Premiere to avoid any cache issues.
