I'm currently working with high res (4k) files and using a proxy to make it run smoothly on my computer, one of the clips needs to be slowed down to 20%(to animate a stop motion), so after changing the speed it ask me to make a render (red bar on top) and runs twinkling, so I marked it with IN and OUT and then made an In and Out render, after that, the proxy's pilar box are gone and I can't reproduce without lag again. Please help!.

Someone else posted this a while back, and I've tried it a few times. Takes a lot longer to type it out than do it.
And ... you have your time-remapped/interpreted proxy working perfectly.

Can you post a screen shot of your Sequence Settings?

Render uses master files (if available) hence loss of pillar box.
You could choose a proxy preset that is correct size (and thus lose pillar box on all)
or take master files offline
or render by exporting a file and putting on higher track & creating a proxy

PrPro doesn't use the proxies with time-interpreted clips. Or ... when it does ... the proxies aren't time-interpreted. To use proxies with time-remapped/interpreted clips, you have to do the process listed in my first post.
This is formally stated by the PrPro team, and my understanding is at some point in the future they will modify the proxy process to honor time-remapping of clips. When ... well, good guess. I'm not holding my breath however.
